TSSA Licensing Modernization Initiative Consultation

Welcome to the Technical Standards and Safety Authority’s (TSSA) Licensing Modernization Initiative consultation.

TSSA administers Ontario’s public safety regulations and delivers public safety services in three key sectors: Boilers and Pressure Vessels and Operating Engineers, Elevating Devices, Amusement Devices and Ski Lifts, and Fuels. To enhance these public safety services, TSSA is proposing annual licensing of specific entities, facilities, and activities to enable regular and predictable touchpoints with its regulated sector. Annual licensing is proposed for:

  • Digester, Landfill and Biogas Plants (DLBs)
  • Liquid Fuel Distributors and Private Fuel Outlets (PFOs)
  • Operating Engineer (OE) Plants
  • Propane Distributors

Informed with input received from stakeholders, TSSA will submit to the Ontario government, a proposal for regulation changes to enable this annual licensing. This consultation is part of a first phase of several stakeholder engagement exercises, intended to introduce stakeholders to the Initiative, gather inputs, understand concerns and collaborate on ways to minimize cost and administrative burden.

Targeted stakeholder consultations have provided preliminary input on the Licensing Modernization Initiative. TSSA is now seeking broader input and encourages you to provide feedback on this important safety initiative.

How to Submit Input

There are four separate videos and four separate surveys, each corresponding to one of the following areas:

  • Digester, Landfill and Biogas Plants (DLBs)
  • Liquid Fuel Distributors and Private Fuel Outlets (PFOs)
  • Operating Engineer (OE) Plants
  • Propane Distributors

1. Review the video that is relevant to your business or sector.

2. Fill out and submit the survey below that is relevant to your business or sector.

Should your business or sector have touchpoints with more than one of the areas, please submit input on each relevant area.
